Narrative:

Aircraft had gear extension trouble. This time the gear would not extend. The crew was in contact with maintenance control. The operations agents in ZZZ were aware of the situation. Dispatch was not contacted (violation of manual and crash fire rescue equipment) that the flight was an emergency! Operations called the flight crew manager. This time the flight crew manager promptly notified the dispatcher. However; even he didn't know the aircraft was in distress. Operations agent called flight crew manager after the fact and the flight crew manager promptly notified dispatcher. Dispatch contacted crew and asked to report when they were safely on ground. Aircraft had to be once again towed off and remains OTS at this time. Happened on approach. Gear failed to extend and redundancy was of no relief. Bombardier was contacted for backup procedure. Dispatcher was not contacted. Dispatcher is responsible for safety of flight. Communication! Somebody should be held responsible for communication to the dispatcher who is responsible for the safety of this flight and the souls on board!

Title: A Q400 DISPATCHER COMPLAINS DISPATCH IS NOT BEING NOTIFIED IN A TIMELY MANNER WHEN AN ACFT UNDER A SPECIFIC DISPATCHER'S CTL HAS AN EMER.

Narrative: ACFT HAD GEAR EXTENSION TROUBLE. THIS TIME THE GEAR WOULD NOT EXTEND. THE CREW WAS IN CONTACT WITH MAINT CTL. THE OPS AGENTS IN ZZZ WERE AWARE OF THE SITUATION. DISPATCH WAS NOT CONTACTED (VIOLATION OF MANUAL AND CFR) THAT THE FLT WAS AN EMER! OPS CALLED THE FLT CREW MGR. THIS TIME THE FLT CREW MGR PROMPTLY NOTIFIED THE DISPATCHER. HOWEVER; EVEN HE DIDN'T KNOW THE ACFT WAS IN DISTRESS. OPS AGENT CALLED FLT CREW MGR AFTER THE FACT AND THE FLT CREW MGR PROMPTLY NOTIFIED DISPATCHER. DISPATCH CONTACTED CREW AND ASKED TO RPT WHEN THEY WERE SAFELY ON GND. ACFT HAD TO BE ONCE AGAIN TOWED OFF AND REMAINS OTS AT THIS TIME. HAPPENED ON APCH. GEAR FAILED TO EXTEND AND REDUNDANCY WAS OF NO RELIEF. BOMBARDIER WAS CONTACTED FOR BACKUP PROC. DISPATCHER WAS NOT CONTACTED. DISPATCHER IS RESPONSIBLE FOR SAFETY OF FLT. COM! SOMEBODY SHOULD BE HELD RESPONSIBLE FOR COM TO THE DISPATCHER WHO IS RESPONSIBLE FOR THE SAFETY OF THIS FLT AND THE SOULS ON BOARD!
