Narrative:

Were cleared visual runway 23 cross 11 mi out at 4000 ft. PF immediately started down out of 4000 ft. I corrected him and he began a climb back toward 4000 ft and we entered wake turbulence from the aircraft in front of us. He was startled and I assumed control and went back to 4000 ft. First officer is fairly new and did not comprehend what the clearance was. He said he thought we were cleared for a visual and he could descend when he wanted to. Said he did not hear her say cross 11 mi out at 4000 ft.

Title: DSCNT PRIOR TO AN ISSUED CROSSING RESTR PUTS A CRJ INTO AN ENCOUNTER WITH WAKE TURBULENCE OF THE PRECEDING ACFT.

Narrative: WERE CLEARED VISUAL RWY 23 CROSS 11 MI OUT AT 4000 FT. PF IMMEDIATELY STARTED DOWN OUT OF 4000 FT. I CORRECTED HIM AND HE BEGAN A CLB BACK TOWARD 4000 FT AND WE ENTERED WAKE TURBULENCE FROM THE ACFT IN FRONT OF US. HE WAS STARTLED AND I ASSUMED CTL AND WENT BACK TO 4000 FT. FO IS FAIRLY NEW AND DID NOT COMPREHEND WHAT THE CLRNC WAS. HE SAID HE THOUGHT WE WERE CLEARED FOR A VISUAL AND HE COULD DSND WHEN HE WANTED TO. SAID HE DID NOT HEAR HER SAY CROSS 11 MI OUT AT 4000 FT.
