Narrative:
Upon visiting the forward lav before departure I noticed blue security seal tape was over the oxygen mask door preventing it from deploying in the event of a loss of cabin pressure. We wrote up the issue; and contacted local station maintenance to remove the tape. This is the second time in 3 months that I have seen security tape placed on the supplemental oxygen door in a lavatory. It appears that there is a training deficiency for the personnel that place the security tape in the aircraft. It is a serious incident that could result in loss of life during a depressurization event.
