Narrative:
Found right wing to body fairing to have previous type of repair loose and coming off aircraft. Line engineering xxxxx was called for evaluation; and he said that it was not a repair and that it just needs to be painted. I was told to defer item using specification reference. Line maintenance said that was not a proper reference and that they were concerned if there was damage or not.

Title: MECHANIC NOTICES A RIGHT WING TO BODY FAIRING ON A B767-300; WITH A PREVIOUS REPAIR; LOOSE AND COMING OFF OF THE ACFT. LINE ENGINEERING SAYS OK TO DEFER. MAINT CONTROL SAYS NO; THAT FURTHER DAMAGE MAY BE INVOLVED.
Narrative: FOUND R WING TO BODY FAIRING TO HAVE PREVIOUS TYPE OF REPAIR LOOSE AND COMING OFF ACFT. LINE ENGINEERING XXXXX WAS CALLED FOR EVALUATION; AND HE SAID THAT IT WAS NOT A REPAIR AND THAT IT JUST NEEDS TO BE PAINTED. I WAS TOLD TO DEFER ITEM USING SPEC REF. LINE MAINT SAID THAT WAS NOT A PROPER REF AND THAT THEY WERE CONCERNED IF THERE WAS DAMAGE OR NOT.
