Narrative:

During climb out from ZZZ; passing 12000 ft; we noticed a slow drop of the left engine EPR gauge. As we climbed higher; the drop continued. At FL200; we realized the thrust had degraded enough that we could not climb to our assigned altitude of FL220. We declared an emergency for loss of thrust. The left engine stabilized at a reduced thrust setting. The right engine remained normal. By this time we were close to ZZZ1. ATC cleared us direct to ZZZ1. Approach cleared us straight to runway xr. The landing was normal; except for the left engine putting out a reduced amount of thrust.
