Narrative:

Due to holding being a recurrent problem all night; most inbounds to jfk needed to be manually handed off. Also; ny TRACON experienced a frequency failure. Several aircraft had to be diverted due to fuel situations. I was instructing a trainee at the time and the trainee missed a readback. Pilot read back an incorrect altitude and descended into a holding aircraft. Aircraft responded to TCAS alert.

Title: ZNY CTLR PROVIDING OJT; FAILED TO NOTE TRAINEE'S DESCENT CLRNC AND EXPERIENCED OPERROR AT 11000 WITH OTHER HOLDING TFC.

Narrative: DUE TO HOLDING BEING A RECURRENT PROB ALL NIGHT; MOST INBOUNDS TO JFK NEEDED TO BE MANUALLY HANDED OFF. ALSO; NY TRACON EXPERIENCED A FREQ FAILURE.
