Narrative:

We were on the GPS runway 35 to tiw with my student under the hood. When we contacted tower at the FAF we were told to continue. We did not hear any further instructions from the tower. At 1000 ft MSL and about 1 mi from the runway the tis system gave a traffic alert. I then saw a single engine retractable gear cessna about 200 ft above us and going in the opposite direction. The aircraft passed directly overhead. Tower then told us to execute a missed approach to the west which we did.

Title: A SMA INSTRUCTOR WITH A HOODED STUDENT RPTS A NMAC AT 1000 FT ON A MILE FINAL WHILE FLYING THE TIW RWY 35 GPS APCH.

Narrative: WE WERE ON THE GPS RWY 35 TO TIW WITH MY STUDENT UNDER THE HOOD. WHEN WE CONTACTED TWR AT THE FAF WE WERE TOLD TO CONTINUE. WE DID NOT HEAR ANY FURTHER INSTRUCTIONS FROM THE TWR. AT 1000 FT MSL AND ABOUT 1 MI FROM THE RWY THE TIS SYS GAVE A TFC ALERT. I THEN SAW A SINGLE ENG RETRACTABLE GEAR CESSNA ABOUT 200 FT ABOVE US AND GOING IN THE OPPOSITE DIRECTION. THE ACFT PASSED DIRECTLY OVERHEAD. TWR THEN TOLD US TO EXECUTE A MISSED APCH TO THE W WHICH WE DID.
