Narrative:

I was informed on jul/xa/08 that air carrier X had a l-hand elevator dampener link not fully installed. I was one of the mechanics involved with the elevator maintenance; and was not aware of the dampener link not being fully installed. Supplemental information from acn 798664: in regards to the l-hand elevator installation on aircraft X; the aircraft was in dock for a phase inspection. At the end of the check; I received a phone call from the dock supervisor informing me that they were having a problem with non routine job write-up. They informed me that the elevator had been installed over the weekend and signed off by their mechanic with the rii buy-back accomplished by our weekend inspector. After reviewing the non routine; I found on the back that mechanic mr Z had signed off that he had installed the l-hand elevator with inspector accomplishing the rii signoff. Mechanic mr west had xferred his signoff for the installation to the front of the non routine as item 1A without getting the inspector mr Z to sign with him. Inspector was not available and the aircraft was outbound. After reviewing the documentation and finding that the elevator installation had been previously signed off by a mechanic and the rii accomplished by an inspector; I back-signed with the mechanic on the front of the non routine step 1A to complete the paperwork.

AT THE END OF THE CHK; I RECEIVED A PHONE CALL FROM THE DOCK SUPVR INFORMING ME THAT THEY WERE HAVING A PROB WITH NON ROUTINE JOB WRITE-UP. THEY INFORMED ME THAT THE ELEVATOR HAD BEEN INSTALLED OVER THE WEEKEND AND SIGNED OFF BY THEIR MECH WITH THE RII BUY-BACK ACCOMPLISHED BY OUR WEEKEND INSPECTOR. AFTER REVIEWING THE NON ROUTINE; I FOUND ON THE BACK THAT MECH MR Z HAD SIGNED OFF THAT HE HAD INSTALLED THE L-HAND ELEVATOR WITH INSPECTOR ACCOMPLISHING THE RII SIGNOFF. MECH MR W HAD XFERRED HIS SIGNOFF FOR THE INSTALLATION TO THE FRONT OF THE NON ROUTINE AS ITEM 1A WITHOUT GETTING THE INSPECTOR MR Z TO SIGN WITH HIM. AFTER REVIEWING THE DOCUMENTATION AND FINDING THAT THE ELEVATOR INSTALLATION HAD BEEN PREVIOUSLY SIGNED OFF BY A MECH AND THE RII ACCOMPLISHED BY AN INSPECTOR; I BACK-SIGNED WITH THE MECH ON THE FRONT OF THE NON ROUTINE STEP 1A TO COMPLETE THE PAPERWORK.
