Narrative:

While turning to base for the visual to runway 18R; the first officer called for flaps 8 degrees. Flaps 8 degrees was selected followed by a 'flaps fail' caution message. I looked at the flap lever position and flight/control page and confirmed they (the flaps) failed at the 8 degree position. I reviewed the QRH and determined we had sufficient runway. We proceeded to land without incident. After landing; I realized I should have declared an emergency being it was a flight control issue.

Title: CRJ100 CAPT REPORTS FLAPS FAIL DURING APPROACH. UNEVENTFUL FLAPS 8 LANDING ENSUES.

Narrative: WHILE TURNING TO BASE FOR THE VISUAL TO RWY 18R; THE FO CALLED FOR FLAPS 8 DEGS. FLAPS 8 DEGS WAS SELECTED FOLLOWED BY A 'FLAPS FAIL' CAUTION MESSAGE. I LOOKED AT THE FLAP LEVER POS AND FLT/CTL PAGE AND CONFIRMED THEY (THE FLAPS) FAILED AT THE 8 DEG POS. I REVIEWED THE QRH AND DETERMINED WE HAD SUFFICIENT RWY. WE PROCEEDED TO LAND WITHOUT INCIDENT. AFTER LNDG; I REALIZED I SHOULD HAVE DECLARED AN EMER BEING IT WAS A FLT CTL ISSUE.
