Narrative:

Flight following with center from the west. Switch to tower and squawk 1200. Called tower. What I thought I heard was right base runway 18. The tower told me upon landing he said report right base and that I was not cleared to land. There was an small transport holding at runway 13 and about when I flared he began to move on runway 13. I landed long about 200 ft down the runway. Upon landing the tower told me I was not cleared to land. I went to the FBO and called the tower. The tower said he could not see me through the haze and I was to report right base. He later called me back and said that he was filing a report. When I saw the aircraft begin to move I was going by him at about 50 ft. In retrospect on the 5 mi final I should have called the tower since I had not heard from the tower. I thought the tower had me on radar. I have landed at ZZZ before and been idented on radar.

Title: A SMA LANDED WITHOUT CLRNC AS ANOTHER ACFT WAS TAKING THE RWY CREATING A NMAC.

Narrative: FLT FOLLOWING WITH CTR FROM THE W. SWITCH TO TWR AND SQUAWK 1200. CALLED TWR. WHAT I THOUGHT I HEARD WAS R BASE RWY 18. THE TWR TOLD ME UPON LNDG HE SAID RPT R BASE AND THAT I WAS NOT CLRED TO LAND. THERE WAS AN SMT HOLDING AT RWY 13 AND ABOUT WHEN I FLARED HE BEGAN TO MOVE ON RWY 13. I LANDED LONG ABOUT 200 FT DOWN THE RWY. UPON LNDG THE TWR TOLD ME I WAS NOT CLRED TO LAND. I WENT TO THE FBO AND CALLED THE TWR. THE TWR SAID HE COULD NOT SEE ME THROUGH THE HAZE AND I WAS TO RPT R BASE. HE LATER CALLED ME BACK AND SAID THAT HE WAS FILING A RPT. WHEN I SAW THE ACFT BEGIN TO MOVE I WAS GOING BY HIM AT ABOUT 50 FT. IN RETROSPECT ON THE 5 MI FINAL I SHOULD HAVE CALLED THE TWR SINCE I HAD NOT HEARD FROM THE TWR. I THOUGHT THE TWR HAD ME ON RADAR. I HAVE LANDED AT ZZZ BEFORE AND BEEN IDENTED ON RADAR.
