Narrative:

Had multiple preflight items going on. I had reviewed the radar on duats and noticed WX between ZZZ and northern tx. 30+ mins prior to departure fueler is fueling aircraft. Had not received dispatch paperwork yet. Anticipating the possibility of having to deviate or possible rerte I came up with a fuel load of 31000 pounds (5 hours at 5000 pounds an hour. 5000 pounds reserve and 1000 pounds for deviation). 20 mins prior to departure I received the paperwork. The fuel load is 30000 pounds. There are no issues with the fuel load the dispatcher had planned. It was an acceptable fuel load. I call the dispatcher 15 mins prior to departure to amend the release. He asked me why the fuel load change. I told him I had added the fuel. He said that was unacceptable. I told him that was the reason the extra fuel was on board; and he cut me off and said that is unacceptable and I'll have to write you up. He then starts lecturing about all the reasons why I could change the fuel load (WX comfort; etc) and said he was not going to agree to it and hung the phone up. So I called back and talked to the duty manager and explain why I added the fuel and expressed my dissatisfaction with the dispatcher's interpersonal skills. The duty manager said he would handle it (the dispatcher and the fuel). We concluded the call and closed the door 3 mins prior to departure and pushed on time.
