Narrative:

Flight operated with unsuitable destination alternate. Advised the ykm ATIS was reporting bfi closed to IFR arrivals. Review of bfi data revealed runway 13R/31L (long runway) closed; runway 13L/31R available for air carrier operations weighing less than 60;000 pounds. Bfi ATCT confirmed the situation. Using computer to calculate maximum landing weights; Q200's no issue Q400's 58000 pound runway limit CRJ7's not suitable. Air carrier X had a planned destination weight of 49000 pounds; but the destination alternate was changed to ykm. Air carrier Y had landed sea at XA51 UTC. The bfi runway had closed at XA00 UTC. Current time was approximately XD00 UTC. Dispatch releases were reviewed for weight and alternates for pending flts were either changed or deleted as destination alternates for sea were no longer required. Sea experienced unforecasted; lifr conditions. During the scramble monitor flts enroute to sea and add alternates/fuel to flts near departure; bfi NOTAMS were not thoroughly reviewed. The addition of 'left' NOTAMS to 'D' NOTAM dissemination; NOTAMS not being sorted by type (runway; taxiway; navigation; etc); the small work area available for WX/NOTAM review (scrolling through several screens of data) makes it easy to overlook pertinent information. Group the NOTAMS according to type; take the time to completely scroll through all the data.
