Narrative:

I was flying from ZZZ. While in the channel I experienced an electrical failure; which led to lost communications. I decided to turn around and go back to the airport when I was abeam an island. During this time; being distraction with the failure and deteriorating WX; I had a near miss with another aircraft. We did not see each other soon enough and not being able to communicate both of us did not know of the other's presence. When I made contact visually I immediately turned to avoid him.

Title: A PA32 PILOT REPORTS AN ELECTRICAL FAILURE RESULTING IN LOST RADIOS. WHILE DEALING WITH THE PROBLEM A NMAC OCCURRED. THE FLT RETURN TO LAND.

Narrative: I WAS FLYING FROM ZZZ. WHILE IN THE CHANNEL I EXPERIENCED AN ELECTRICAL FAILURE; WHICH LED TO LOST COMS. I DECIDED TO TURN AROUND AND GO BACK TO THE ARPT WHEN I WAS ABEAM AN ISLAND. DURING THIS TIME; BEING DISTR WITH THE FAILURE AND DETERIORATING WX; I HAD A NEAR MISS WITH ANOTHER ACFT. WE DID NOT SEE EACH OTHER SOON ENOUGH AND NOT BEING ABLE TO COMMUNICATE BOTH OF US DID NOT KNOW OF THE OTHER'S PRESENCE. WHEN I MADE CONTACT VISUALLY I IMMEDIATELY TURNED TO AVOID HIM.
