Narrative:

Wind was 350 degrees at 14 KTS gusting 22 KTS on ATIS F. After landing; moderate braking applied to comply with the hold short of runway xxr clearance. Immediately after brakes applied; aircraft began to swerve to the right. I applied full left rudder and increasingly applied left brake and the aircraft continued to veer to the right. At about 90 KTS I advised the captain that I could not control the aircraft with brake and rudder. At that point; the captain took control of the aircraft using the tiller and recovered to centerline and exited the runway. If he hadn't taken control with the tiller; I believe that the aircraft would have departed the runway. Taxi to the gate was normal. Of note was the left brake temperatures at takeoff were approximately 200 degrees and the right were approximately 100 degrees. After parking at the gate; the left brakes were even at 220 degrees and the right brakes were even at 290 degrees. I felt they should have been the opposite based on my brake application and my experience in the airbus. One additional note is that I wish that I had been trained in the emergency use of the tiller as it never occurred to me to reach for my own tiller. Supplemental information from acn 794305: copilot landed on runway xxr in ZZZ wind 350 degrees 14 gusting 22 KTS about 80/90 KTS plane started drifting well right of centerline. Copilot says plane not controllable for me to take over. Took control of aircraft and steered back to centerline with tiller and made turn off of runway at taxiway a. Maintenance notified with intensive debrief.

Title: AN A320 FO LANDED WITH A 130 DEGS/9 KT CROSS WIND GUSTING TO 11 KTS. BELOW 90 KTS THE ACFT VEERED RT FORCING THE CAPT'S TILLER USE TO STAY ON THE RWY.

IMMEDIATELY AFTER BRAKES APPLIED; ACFT BEGAN TO SWERVE TO THE R. I APPLIED FULL L RUDDER AND INCREASINGLY APPLIED L BRAKE AND THE ACFT CONTINUED TO VEER TO THE R. AT ABOUT 90 KTS I ADVISED THE CAPT THAT I COULD NOT CTL THE ACFT WITH BRAKE AND RUDDER. AT THAT POINT; THE CAPT TOOK CTL OF THE ACFT USING THE TILLER AND RECOVERED TO CTRLINE AND EXITED THE RWY. IF HE HADN'T TAKEN CTL WITH THE TILLER; I BELIEVE THAT THE ACFT WOULD HAVE DEPARTED THE RWY. TAXI TO THE GATE WAS NORMAL.
