Narrative:

During the walkaround preflight; I found the 'attrition plate' damaged/missing on the right engine (36 square inches were missing at 5 O'clock position below fan blades). This damage was initially found on entries #10 then #13. The mechanic stated that the mpm allowed for damaged/missing plates. Because of the significant damage; the captain contacted maintenance control and concluded that he and I should review the mpm. After reading the mpm and discussing its interpretation with the mechanic; the captain and I both agreed that maintenance control was interping the mpm incorrectly and that the plane should not have been in service. The damage to the aircraft's engine was significant which required our debate and review of the mpm. The captain refused the aircraft.

Title: B757-200 FLT CREW REFUSES ACFT WITH MISSING SECTIONS OF ATTRITION LINING OF RIGHT ENGINE.

Narrative: DURING THE WALKAROUND PREFLT; I FOUND THE 'ATTRITION PLATE' DAMAGED/MISSING ON THE R ENG (36 SQUARE INCHES WERE MISSING AT 5 O'CLOCK POS BELOW FAN BLADES). THIS DAMAGE WAS INITIALLY FOUND ON ENTRIES #10 THEN #13. THE MECH STATED THAT THE MPM ALLOWED FOR DAMAGED/MISSING PLATES. BECAUSE OF THE SIGNIFICANT DAMAGE; THE CAPT CONTACTED MAINT CTL AND CONCLUDED THAT HE AND I SHOULD REVIEW THE MPM. AFTER READING THE MPM AND DISCUSSING ITS INTERP WITH THE MECH; THE CAPT AND I BOTH AGREED THAT MAINT CTL WAS INTERPING THE MPM INCORRECTLY AND THAT THE PLANE SHOULD NOT HAVE BEEN IN SVC. THE DAMAGE TO THE ACFT'S ENG WAS SIGNIFICANT WHICH REQUIRED OUR DEBATE AND REVIEW OF THE MPM. THE CAPT REFUSED THE ACFT.
