Narrative:

During the abc arrival to ZZZ we descended from FL390 to cross abc intersection at FL230. Airspeed was 300 KIAS as requested by ZZZ center. Approaching FL230 the first officer noticed something wrong with the electrical system. As the power levers were increased we realized the left engine had failed. We started the APU and went through the engine failure checklist. The APU came on line and restored electrical power to normal. The left engine had normal N1 and N2 indications. Low oil pressure was the only abnormal indication. We were well within displayed airstart parameters and tried an airstart. When the left fuel control lever was selected on there was zero fuel flow indicated. We shut off the fuel lever; declared an emergency; and landed on runway xr at ZZZ without incident. Total single engine time was about 20 mins. WX was VFR throughout the event.

Title: A B767 FLT CREW EXPERIENCED AN ENGINE FAILURE DURING DSCNT. THEY DECLARED AN EMERGENCY AND CONTINUED TO A SAFE LANDING.

Narrative: DURING THE ABC ARR TO ZZZ WE DSNDED FROM FL390 TO CROSS ABC INTXN AT FL230. AIRSPD WAS 300 KIAS AS REQUESTED BY ZZZ CTR. APCHING FL230 THE FO NOTICED SOMETHING WRONG WITH THE ELECTRICAL SYS. AS THE PWR LEVERS WERE INCREASED WE REALIZED THE L ENG HAD FAILED. WE STARTED THE APU AND WENT THROUGH THE ENG FAILURE CHKLIST. THE APU CAME ON LINE AND RESTORED ELECTRICAL PWR TO NORMAL. THE L ENG HAD NORMAL N1 AND N2 INDICATIONS. LOW OIL PRESSURE WAS THE ONLY ABNORMAL INDICATION. WE WERE WELL WITHIN DISPLAYED AIRSTART PARAMETERS AND TRIED AN AIRSTART. WHEN THE L FUEL CTL LEVER WAS SELECTED ON THERE WAS ZERO FUEL FLOW INDICATED. WE SHUT OFF THE FUEL LEVER; DECLARED AN EMER; AND LANDED ON RWY XR AT ZZZ WITHOUT INCIDENT. TOTAL SINGLE ENG TIME WAS ABOUT 20 MINS. WX WAS VFR THROUGHOUT THE EVENT.
