Narrative:

I received a standard FSS briefing about XA00 hours from a briefer asked for in the northern california sector. That briefer briefed me on a tfr in the phoenix area starting about XF00 hours and running until about XK00 hours. He reported a tfr calling for a 10 nautical mile radius centered around a point 5.3 nautical on the 356 phoenix radial as I recall. I asked for a repeat of the specifics which he provided. I commenced my flight with a functioning nearly new transponder and radio package. In the course of the flight; ATC noted that my encoder was indicating irrationally at my then current altitude of about 7500 ft and suddenly 3500 ft and then 7500 ft so they asked me to cancel altitude encoding and cancelled flight following. When I shut down altitude encoding the transponder ceased to function and after trying a reset I shut the unit down. I proceeded to continue the journey without transponder into the cgz area; remaining well clear of the phoenix class B airspace. Upon arriving I received a call from homeland security advising that I had busted a tfr. I explained that I was nowhere near the 10 nautical radius tfr and that I was well clear of any phoenix class B airspace. I was asked by homeland security to call ATC which I did. I reported all asked for information relative to the aircraft and myself. I asked what the problem was and the ATC person indicated that there was an additional tfr of 30 nautical around the phoenix VOR. I explained that my briefing failed to apprise me of the 30 nautical tfr so I just remained clear of the class B airspace and flew the route I normally flew to cgz. He suggested that I make notes of that and that he would file the required report. My conclusion is that the briefer either had no NOTAM information on that tfr or that he simply overlooked it in briefing me so I had no way of knowing about the larger tfr area.

Title: PLT WAS ADVISED THAT HE HAD VIOLATED A TFR. THE PLT HAD OBTAINED A FSS BRIEFING PRIOR TO FLT; AND NO MENTION WAS MADE OF THIS TFR.

HE RPTED A TFR CALLING FOR A 10 NAUTICAL MILE RADIUS CENTERED AROUND A POINT 5.3 NAUTICAL ON THE 356 PHOENIX RADIAL AS I RECALL. I ASKED FOR A REPEAT OF THE SPECIFICS WHICH HE PROVIDED. I COMMENCED MY FLT WITH A FUNCTIONING NEARLY NEW TRANSPONDER AND RADIO PACKAGE. IN THE COURSE OF THE FLT; ATC NOTED THAT MY ENCODER WAS INDICATING IRRATIONALLY AT MY THEN CURRENT ALTITUDE OF ABOUT 7500 FT AND SUDDENLY 3500 FT AND THEN 7500 FT SO THEY ASKED ME TO CANCEL ALTITUDE ENCODING AND CANCELLED FLT FOLLOWING. I PROCEEDED TO CONTINUE THE JOURNEY WITHOUT TRANSPONDER INTO THE CGZ AREA; REMAINING WELL CLEAR OF THE PHOENIX CLASS B AIRSPACE. UPON ARRIVING I RECEIVED A CALL FROM HOMELAND SECURITY ADVISING THAT I HAD BUSTED A TFR. I EXPLAINED THAT I WAS NOWHERE NEAR THE 10 NAUTICAL RADIUS TFR AND THAT I WAS WELL CLEAR OF ANY PHOENIX CLASS B AIRSPACE. I WAS ASKED BY HOMELAND SECURITY TO CALL ATC WHICH I DID. I RPTED ALL ASKED FOR INFORMATION RELATIVE TO THE ACFT AND MYSELF. I ASKED WHAT THE PROBLEM WAS AND THE ATC PERSON INDICATED THAT THERE WAS AN ADDITIONAL TFR OF 30 NAUTICAL AROUND THE PHOENIX VOR. I EXPLAINED THAT MY BRIEFING FAILED TO APPRISE ME OF THE 30 NAUTICAL TFR SO I JUST REMAINED CLEAR OF THE CLASS B AIRSPACE AND FLEW THE RTE I NORMALLY FLEW TO CGZ. HE SUGGESTED THAT I MAKE NOTES OF THAT AND THAT HE WOULD FILE THE REQUIRED RPT. MY CONCLUSION IS THAT THE BRIEFER EITHER HAD NO NOTAM INFORMATION ON THAT TFR OR THAT HE SIMPLY OVERLOOKED IT IN BRIEFING ME SO I HAD NO WAY OF KNOWING ABOUT THE LARGER TFR AREA.
