Narrative:

Wrote up equipment cooling exhaust fan not working on ground. Talked to maintenance controller and mechanic. Maintenance controller insisted it was not required and only effects the forward outflow valve. Questioned maintenance controller and finally called flight manager. Agreed to take aircraft to den and asked maintenance to meet us at the gate. Mechanic said we were correct; it should be working; and maintenance controller was incorrect. This seems to be a recurring theme.

Title: B737-300 FO REPORTS MAINT CTLR REPEATEDLY FAILS TO RECOGNIZE THE REQUIREMENT TO REPAIR AN INOPERATIVE EQUIPMENT COOLING FAN PRIOR TO FLT. SUGGESTS SUCH OBSTRUCTIONISM IS COMMON.

Narrative: WROTE UP EQUIP COOLING EXHAUST FAN NOT WORKING ON GND. TALKED TO MAINT CTLR AND MECH. MAINT CTLR INSISTED IT WAS NOT REQUIRED AND ONLY EFFECTS THE FORWARD OUTFLOW VALVE. THIS SEEMS TO BE A RECURRING THEME.
