Narrative:

On preflight; first officer noticed a screw missing from forward corner of a panel just forward of the lower rotating beacon. ZZZ maintenance was notified and they issued a new maintenance release with a carry-forward; indicating a tapes repair. En route; I sent an ACARS message to maintenance inquiring about the ability to carry forward and tape the forward edge of any panel missing a screw. They indicated it was not legal which led me to believe the maintenance release/repair at ZZZ was not legal.
