Narrative:

I was working atl meter position in ZTL tmu between XA00Z and XB00Z; I was also assigned rertes. I received a call from the atcscc about a den rerte. As I recall I was occupied with atl and did not act quickly on the rerte and there were few in our list/rerte monitor. I believe it was XB00Z as I was relieved I remembered and briefed my relief. Approximately 2 hours later; the area 6 catcs came up and advised that he received a call from ZME -- that aircraft X; atl to ZZZ; was in their airspace and did not make an expected turn on his route. When quizzed by the controller his route did not match the flight plan. He never received the frc -- full route clearance. I was assigned the position responsible for the route; but do not recall doing the rerte on this aircraft. We did a sprt which showed a rerte keyed in on the 'west!' kdvt at XA24Z; however; the remarks on the flight plan were: WX 'frc(asterisk)'. Normally when I put in a rerte; I insert 'F.right.C. Tmu route' and ensure if inside the 30 mins prior to the p-time I call the tower for issuance. Apparently the tower never issued the route. Atl ATCT may not have been called to issue the route as the departure strip had already printed; hence the possible airspace deviation. There is a possibility that someone else keyed in the rerte; as the keyboard is in a common area next to the atl meter scope. Our research proved inconclusive; it is a fact the aircraft did not receive his frc. I cannot say if I was in error; or someone else was.

Title: ZTL CTLR DESCRIBED EVENT WHEN ATC FAILED TO ISSUE REROUTE TO ATL DEP RESULTING IN AN UNAUTHORIZED AIRSPACE ENTRY IN AN ADJACENT FAC.

Narrative: I WAS WORKING ATL METER POS IN ZTL TMU BTWN XA00Z AND XB00Z; I WAS ALSO ASSIGNED RERTES. I RECEIVED A CALL FROM THE ATCSCC ABOUT A DEN RERTE. AS I RECALL I WAS OCCUPIED WITH ATL AND DID NOT ACT QUICKLY ON THE RERTE AND THERE WERE FEW IN OUR LIST/RERTE MONITOR. I BELIEVE IT WAS XB00Z AS I WAS RELIEVED I REMEMBERED AND BRIEFED MY RELIEF. APPROX 2 HRS LATER; THE AREA 6 CATCS CAME UP AND ADVISED THAT HE RECEIVED A CALL FROM ZME -- THAT ACFT X; ATL TO ZZZ; WAS IN THEIR AIRSPACE AND DID NOT MAKE AN EXPECTED TURN ON HIS RTE. WHEN QUIZZED BY THE CTLR HIS RTE DID NOT MATCH THE FLT PLAN. HE NEVER RECEIVED THE FRC -- FULL RTE CLRNC. I WAS ASSIGNED THE POS RESPONSIBLE FOR THE RTE; BUT DO NOT RECALL DOING THE RERTE ON THIS ACFT. WE DID A SPRT WHICH SHOWED A RERTE KEYED IN ON THE 'W!' KDVT AT XA24Z; HOWEVER; THE REMARKS ON THE FLT PLAN WERE: WX 'FRC(ASTERISK)'. NORMALLY WHEN I PUT IN A RERTE; I INSERT 'F.R.C. TMU RTE' AND ENSURE IF INSIDE THE 30 MINS PRIOR TO THE P-TIME I CALL THE TWR FOR ISSUANCE. APPARENTLY THE TWR NEVER ISSUED THE RTE. ATL ATCT MAY NOT HAVE BEEN CALLED TO ISSUE THE RTE AS THE DEP STRIP HAD ALREADY PRINTED; HENCE THE POSSIBLE AIRSPACE DEV. THERE IS A POSSIBILITY THAT SOMEONE ELSE KEYED IN THE RERTE; AS THE KEYBOARD IS IN A COMMON AREA NEXT TO THE ATL METER SCOPE. OUR RESEARCH PROVED INCONCLUSIVE; IT IS A FACT THE ACFT DID NOT RECEIVE HIS FRC. I CANNOT SAY IF I WAS IN ERROR; OR SOMEONE ELSE WAS.
