Narrative:
The controller working R4 is not receiving flight progress strips when aircraft rertes are not entered into the fdio. R4 controller can't mark strips as required by faao 7110.65. R4 controller can't verify flight plan information and does not have a back to work a non-radar in the event of a radar failure.
