Narrative:
Spanish is spoken regularly for air traffic purposes even though it is not allowed. ZSU management does not enforce the rule. Non-spanish speaking controllers are not included in the operation when others use spanish. This is a very dangerous situation by leaving out portions of the ATC team.

Title: ZSU CTLR VOICED CONCERN REGARDING FACILITY CTLRS SPEAKING SPANISH; LIMITING OTHER CTLRS IN OVERALL AWARENESS AS A RESULT.
Narrative: SPANISH IS SPOKEN REGULARLY FOR AIR TFC PURPOSES EVEN THOUGH IT IS NOT ALLOWED. ZSU MGMNT DOES NOT ENFORCE THE RULE. NON-SPANISH SPEAKING CTLRS ARE NOT INCLUDED IN THE OP WHEN OTHERS USE SPANISH. THIS IS A VERY DANGEROUS SITUATION BY LEAVING OUT PORTIONS OF THE ATC TEAM.
