Narrative:

This report is being generated to provide clarity for log page. Aircraft was in maintenance for an 'a' check. I received a call from maintenance requesting a deferred item project for 2 each screws missing in the 4-HAND outboard main flap. Screws are used to fill holes for attaching sling for removal of flap. I was given srm reference. I issued deferred item project with srm missing fastener section. After aircraft departed; I received a call from quality control stating the srm reference could not be used for fasteners missing in trailing edge flaps reference srm. Notified maintenance; first flight of the day; that aircraft was grounded until screws were installed in r-hand outboard main flap. Maintenance installed screws and closed log page and no delay was incurred. I am confident that this was just an oversight. Advised maintenance of mistake made and will ensure that in the future deferrals will not be issued without reviewing the general instructions. Aircraft was corrected at first flight. Supplemental information from acn 785417: the srm reference states the type of structures that are permitted to have missing fasteners. Paragraph 1B gives the items that are not applicable. If the srm listed the non applicable items first; this situation would most likely not have occurred.
