Narrative:

During pushback I was asked to 'set brakes' while the aircraft was still moving backward about 3 mph. I replied to the young lady that we were still moving and her reply was 'set brakes.' she stopped the push about 30 seconds later and again requested that I set the brakes. After confirming that movement had stopped; I set the parking brake per procedure. Training on the ramp should re-emphasize the danger to passenger and crew from setting the parking brake while the aircraft is still moving. It seems a bit like common sense but the pushback crews are young and seem to be inexperienced.

Title: B737-700 CAPTAIN REPORTS INEXPERIENCED PUSHBACK PERSON REQUESTED BRAKES TO BE SET WHILE ACFT STILL MOVING. CITES INADEQUATE TRAINING.

Narrative: DURING PUSHBACK I WAS ASKED TO 'SET BRAKES' WHILE THE ACFT WAS STILL MOVING BACKWARD ABOUT 3 MPH. I REPLIED TO THE YOUNG LADY THAT WE WERE STILL MOVING AND HER REPLY WAS 'SET BRAKES.' SHE STOPPED THE PUSH ABOUT 30 SECONDS LATER AND AGAIN REQUESTED THAT I SET THE BRAKES. AFTER CONFIRMING THAT MOVEMENT HAD STOPPED; I SET THE PARKING BRAKE PER PROC. TRAINING ON THE RAMP SHOULD RE-EMPHASIZE THE DANGER TO PAX AND CREW FROM SETTING THE PARKING BRAKE WHILE THE ACFT IS STILL MOVING. IT SEEMS A BIT LIKE COMMON SENSE BUT THE PUSHBACK CREWS ARE YOUNG AND SEEM TO BE INEXPERIENCED.
