Narrative:
Aircraft Y requested FL390 for turbulence. I asked if he could reach FL390 in 2 mins. He responded yes. Clearance was issued to climb and maintain FL390 reach in 2 mins or less to climb above aircraft X who was at FL380 opposite direction. When aircraft Y climb rate appeared to drop; I asked for a level report and aircraft Y responded; 'roger.' I then asked aircraft Y if he was level; I heard 'verifying level.'
