Narrative:
Flight XXX; ZZZ-ZZZ1; scheduled for fuel stop in ZZZ2. Crew was scheduled for 7 hour 50 min flight time on that date. Scheduled fuel stop clearly causes crew to exceed 8 hours scheduled flying per duty period. Crew scheduling refused request for crew substitution stating that additional scheduled flying was legal. Dispatch releases for flight ZZZ; ZZZ-ZZZ1; use a scheduled flight time of :01 per segment clearly intending to violate the letter and spirit of the regulation. Ultimately; flight Z flew 5 hours 57 mins and following flight X was scheduled for 2 hours 46 mins totaling 8 hours 43 mins scheduled flying time. Fuel stop was scheduled prior to crew reporting for duty; therefore; the event cannot be equated with a diversion for fuel; WX; or any other unscheduled event.
