Narrative:

In an effort to avoid an instrument approach; captain-PF canceled IFR approximately 20 mi from ZZZ so that he could descend below MEA in order to get below a cloud layer. Captain did not have destination in sight; nor did he obtain WX report. PF-captain was descending under rapidly deteriorating conditions to destination airport when he overheard a radio call inquiring about obtaining an SVFR departure from destination airport. Captain-PF then obtained WX and received a report describing below VFR conditions. Upon entering IMC; captain then asked that I declare a 'missed approach' to center and to tell them that 'the WX suddenly dropped and we lost sight of the airport' and that I 'request an ILS approach.' captain would not tolerate first officer input.

Title: A B1900 ACR FO REPORTS THE CAPT CANCELED IFR WITHOUT THE ARPT IN SIGHT. AFTER GOING IMC HE DECLARED A MISSED APCH. LACK OF CRM PREVENTED FO INPUT.

Narrative: IN AN EFFORT TO AVOID AN INST APCH; CAPT-PF CANCELED IFR APPROX 20 MI FROM ZZZ SO THAT HE COULD DSND BELOW MEA IN ORDER TO GET BELOW A CLOUD LAYER. CAPT DID NOT HAVE DEST IN SIGHT; NOR DID HE OBTAIN WX RPT. PF-CAPT WAS DSNDING UNDER RAPIDLY DETERIORATING CONDITIONS TO DEST ARPT WHEN HE OVERHEARD A RADIO CALL INQUIRING ABOUT OBTAINING AN SVFR DEP FROM DEST ARPT. CAPT-PF THEN OBTAINED WX AND RECEIVED A RPT DESCRIBING BELOW VFR CONDITIONS. UPON ENTERING IMC; CAPT THEN ASKED THAT I DECLARE A 'MISSED APCH' TO CTR AND TO TELL THEM THAT 'THE WX SUDDENLY DROPPED AND WE LOST SIGHT OF THE ARPT' AND THAT I 'REQUEST AN ILS APCH.' CAPT WOULD NOT TOLERATE FO INPUT.
