Narrative:

On upwind after touch-and-go; a twin diamond STAR crossed over my aircraft from 5 O'clock - 11 O'clock position about 20 ft above me. The tower was using split frequencys at the time with no contact or coordination between tower controllers. I told my controller of the situation and he said he would tell the other controller what had happened. I think someone in the cabin attendant should monitor both frequencys to watch for situations like this. The traffic at ffz has increased so much that the tower cabin attendant may need higher rated controllers to keep a good level of safety. Also; the number of students in the pattern at any given time may need to be limited.

Narrative: ON UPWIND AFTER TOUCH-AND-GO; A TWIN DIAMOND STAR CROSSED OVER MY ACFT FROM 5 O'CLOCK - 11 O'CLOCK POS ABOUT 20 FT ABOVE ME. THE TWR WAS USING SPLIT FREQS AT THE TIME WITH NO CONTACT OR COORD BTWN TWR CTLRS. I TOLD MY CTLR OF THE SITUATION AND HE SAID HE WOULD TELL THE OTHER CTLR WHAT HAD HAPPENED. I THINK SOMEONE IN THE CAB SHOULD MONITOR BOTH FREQS TO WATCH FOR SITUATIONS LIKE THIS. THE TFC AT FFZ HAS INCREASED SO MUCH THAT THE TWR CAB MAY NEED HIGHER RATED CTLRS TO KEEP A GOOD LEVEL OF SAFETY. ALSO; THE NUMBER OF STUDENTS IN THE PATTERN AT ANY GIVEN TIME MAY NEED TO BE LIMITED.
