Narrative:

On the arrival at 9000 ft prior to badne; LNAV next to queny; we had been given; 'descend via the eagul arrival; expect runway 8.' subsequently; we were told 'expect vectors for runway 7R.' we were not given a vector off the arrival at that time. Hence; we descended to cross queny at 8000 ft and 210 KTS. The controller told us to climb back to 9000 ft as 'expect vectors' for the other runway had superseded 'descend via the arrival.' we were busy changing ILS frequency and FMS runway and may have missed his saying 'maintain 9000 ft' but neither of us heard it if he did. The controller said 'no problem' but I felt I should file this anyway.

Title: B737-300 FLT CREW WAS ISSUED A RWY CHANGE WHILE DESCENDING VIA THE EAGUL ARRIVAL. FLT CREW FAILED TO MAINTAIN THE NEW CLEARED ALT; AND CONTINUED TO DESCEND VIA THE PROGRAMMED ARRIVAL.

WE WERE NOT GIVEN A VECTOR OFF THE ARR AT THAT TIME. HENCE; WE DSNDED TO CROSS QUENY AT 8000 FT AND 210 KTS. THE CTLR TOLD US TO CLB BACK TO 9000 FT AS 'EXPECT VECTORS' FOR THE OTHER RWY HAD SUPERSEDED 'DSND VIA THE ARR.' WE WERE BUSY CHANGING ILS FREQ AND FMS RWY AND MAY HAVE MISSED HIS SAYING 'MAINTAIN 9000 FT' BUT NEITHER OF US HEARD IT IF HE DID. THE CTLR SAID 'NO PROB' BUT I FELT I SHOULD FILE THIS ANYWAY.
