Narrative:

This is a repeat situation on denton tower frequency 119.95; dto. Inbound to dto at approximately XA46; the tower frequency 119.95 was monitored from 20 NM west through landing. It was noted that the tower controller was speaking continuously for at least 2 mins in several bursts. The controller chastised a foreign student for 'not answering quickly' and berated another pilot for blocking the frequency (exactly what the controller was doing). It appeared that the controller was thinking aloud (microphone switch depressed) when not otherwise directing traffic. Aside from being distracting; this made necessary radio calls almost impossible. Perhaps this was a new tower controller.

Title: SMA PLT EXPRESSED CONCERN REGARDING ATC SERVICE AT DTO; LISTING ATC FREQ DISCIPLINE AND UNPROFESSIONAL TECHNIQUES AS DISTRACTIONS.

Narrative: THIS IS A REPEAT SITUATION ON DENTON TWR FREQ 119.95; DTO. INBOUND TO DTO AT APPROX XA46; THE TWR FREQ 119.95 WAS MONITORED FROM 20 NM W THROUGH LNDG. IT WAS NOTED THAT THE TWR CTLR WAS SPEAKING CONTINUOUSLY FOR AT LEAST 2 MINS IN SEVERAL BURSTS. THE CTLR CHASTISED A FOREIGN STUDENT FOR 'NOT ANSWERING QUICKLY' AND BERATED ANOTHER PLT FOR BLOCKING THE FREQ (EXACTLY WHAT THE CTLR WAS DOING). IT APPEARED THAT THE CTLR WAS THINKING ALOUD (MIKE SWITCH DEPRESSED) WHEN NOT OTHERWISE DIRECTING TFC. ASIDE FROM BEING DISTRACTING; THIS MADE NECESSARY RADIO CALLS ALMOST IMPOSSIBLE. PERHAPS THIS WAS A NEW TWR CTLR.
