Narrative:
Shortly after my 'short final' call; the unknown aircraft called 'departing runway 21' and started to pull out on runway 21. I called 'I am almost above you; hold position.' unknown aircraft then continued turn onto runway 21. I turned to right of runway 21 to begin go around. Unknown aircraft began takeoff with my aircraft approximately 40 ft to right of runway 21 and approximately 50-75 ft above unknown aircraft.
