Narrative:

During takeoff the first officer advanced the throttles and selected toga thrust. The captain took control of the throttles after the first officer selected toga thrust. Captain noticed that the throttles advanced and then started to bind. Feeling the throttles had not met their intended setting and a feeling of them binding; the captain attempted to advance the throttles manually but could push them no further. We rejected the takeoff at around 75 KTS. After clearing the runway the first officer noticed the speed cards just forward of the throttles. The crew deduced that the speed cards impeded the advancement of the throttles. Crew decided for a second takeoff event. Throttles moved smoothly to required takeoff thrust with normal acceleration. No further abnormalities. One way to prevent recurrence would be for the first officer to never set down the speed cards except on his right side.

Title: A300 FO REPORTS RTO AFTER THRUST LEVERS WILL NOT ADVANCE TO TKOF THRUST POSITION.

Narrative: DURING TKOF THE FO ADVANCED THE THROTTLES AND SELECTED TOGA THRUST. THE CAPT TOOK CTL OF THE THROTTLES AFTER THE FO SELECTED TOGA THRUST. CAPT NOTICED THAT THE THROTTLES ADVANCED AND THEN STARTED TO BIND. FEELING THE THROTTLES HAD NOT MET THEIR INTENDED SETTING AND A FEELING OF THEM BINDING; THE CAPT ATTEMPTED TO ADVANCE THE THROTTLES MANUALLY BUT COULD PUSH THEM NO FURTHER. WE REJECTED THE TKOF AT AROUND 75 KTS. AFTER CLRING THE RWY THE FO NOTICED THE SPD CARDS JUST FORWARD OF THE THROTTLES. THE CREW DEDUCED THAT THE SPD CARDS IMPEDED THE ADVANCEMENT OF THE THROTTLES. CREW DECIDED FOR A SECOND TKOF EVENT. THROTTLES MOVED SMOOTHLY TO REQUIRED TKOF THRUST WITH NORMAL ACCELERATION. NO FURTHER ABNORMALITIES. ONE WAY TO PREVENT RECURRENCE WOULD BE FOR THE FO TO NEVER SET DOWN THE SPD CARDS EXCEPT ON HIS R SIDE.
