Narrative:
Citation was cleared by norcal for approach to mce; and went to mer instead. He probably was using commercial approach plates where the mer and mce are lumped together. In the government approach plates; the airports are separated as different cities -- atwater and merced. Commercial chart listing mer under merced is probably a very big mistake; and certainly contributed to a very dangerous situation. The government approach plates handles this much better!

Title: OBSERVER REPORT OF CITATION LANDING AT MER (MERCED CASTLE) WHILE INTENDING TO LAND AT MCE (MERCED MUN).
Narrative: CITATION WAS CLRED BY NORCAL FOR APCH TO MCE; AND WENT TO MER INSTEAD. HE PROBABLY WAS USING COMMERCIAL APCH PLATES WHERE THE MER AND MCE ARE LUMPED TOGETHER. IN THE GOV APCH PLATES; THE ARPTS ARE SEPARATED AS DIFFERENT CITIES -- ATWATER AND MERCED. COMMERCIAL CHART LISTING MER UNDER MERCED IS PROBABLY A VERY BIG MISTAKE; AND CERTAINLY CONTRIBUTED TO A VERY DANGEROUS SITUATION. THE GOV APCH PLATES HANDLES THIS MUCH BETTER!
