Narrative:

There are three ways of coordinating with monterrey center. The 375 dial line; the 315 shout line and the 52 satellite line. The 375 line has been OTS for weeks and the 52 line has never worked. The 315 line failed after the 375 line went out. When a controller calls mty with coordination on the 315 line it rings back to several positions blocking or otherwise interfering with pilot/controller and controller/controller communications. We have been told that the problem is on their end; but mty controllers have told me that the problem is on our end. It seems that both parties are ignoring the problem even though it constitutes a serious safety problem. Rarely are we able to communicate with mty. I have observed both the radar and assistant controllers become so fixated on the problem that they abandon other control duties. We have been instructed to have pilots go over to mty's frequency and ask them if they have flight plan information on their flight including altitude; route; and estimate. Then return to our frequency; which is also malfunctioning; and let us know. This action is prohibited by the 7110.65.

Narrative: THERE ARE THREE WAYS OF COORDINATING WITH MONTERREY CENTER. THE 375 DIAL LINE; THE 315 SHOUT LINE AND THE 52 SATELLITE LINE. WHEN A CONTROLLER CALLS MTY WITH COORDINATION ON THE 315 LINE IT RINGS BACK TO SEVERAL POSITIONS BLOCKING OR OTHERWISE INTERFERING WITH PILOT/CONTROLLER AND CONTROLLER/CONTROLLER COMMUNICATIONS. WE HAVE BEEN TOLD THAT THE PROBLEM IS ON THEIR END; BUT MTY CONTROLLERS HAVE TOLD ME THAT THE PROBLEM IS ON OUR END. IT SEEMS THAT BOTH PARTIES ARE IGNORING THE PROBLEM EVEN THOUGH IT CONSTITUTES A SERIOUS SAFETY PROBLEM. RARELY ARE WE ABLE TO COMMUNICATE WITH MTY. I HAVE OBSERVED BOTH THE RADAR AND ASSISTANT CONTROLLERS BECOME SO FIXATED ON THE PROBLEM THAT THEY ABANDON OTHER CONTROL DUTIES.
