Narrative:

After the pilot completed the ILS runway 10 approach and landed; he asked if we had recently moved the PAPI for runway 10. He stated that the commercial chart #1 dated 2006 that he was carrying showed the runway 10 PAPI on the left side of the runway on both the graphic and textual descriptions of the approach for all approachs to runway 10. I don't have access to commercial chart #1; so I checked the government charts which correctly indicate the PAPI to the right side of runway 10. I advised the pilot that the government chart for the ILS was amendment 23D with a julian date around christmas 2007.
