Narrative:

Aircraft had APU on MEL. L-hand engine running. Beacon 'on' and aft cargo doors opened as soon as jetway was at aircraft. Ground personnel had difficulty with starting; positioning; and putting gpu electrical on. I did not believe that the jetway could even approach the aircraft with the rotating beacon on; but apparently they can to deplane. Problem is most rampers approach the aircraft as long as the jetway is at the airplane. Jetway operator said as long as the front wheels are chocked we can approach the aircraft. That leaves someone such as a ramper who is not thinking to approach the aircraft and if they were to take a shortcut in between the engine and the jetway; then well you know; no more ramper!

Title: A B737 PILOT REPORTS THAT WITH AN ENG RUNNING BECAUSE THE APU WAS INOP; THE JETWAY WAS PUT TO THE ACFT AND A RAMP PERSON OPENED THE REAR CARGO DOOR.

Narrative: ACFT HAD APU ON MEL. L-HAND ENG RUNNING. BEACON 'ON' AND AFT CARGO DOORS OPENED AS SOON AS JETWAY WAS AT ACFT. GND PERSONNEL HAD DIFFICULTY WITH STARTING; POSITIONING; AND PUTTING GPU ELECTRICAL ON. I DID NOT BELIEVE THAT THE JETWAY COULD EVEN APCH THE ACFT WITH THE ROTATING BEACON ON; BUT APPARENTLY THEY CAN TO DEPLANE. PROB IS MOST RAMPERS APCH THE ACFT AS LONG AS THE JETWAY IS AT THE AIRPLANE. JETWAY OPERATOR SAID AS LONG AS THE FRONT WHEELS ARE CHOCKED WE CAN APCH THE ACFT. THAT LEAVES SOMEONE SUCH AS A RAMPER WHO IS NOT THINKING TO APPROACH THE ACFT AND IF THEY WERE TO TAKE A SHORTCUT IN BTWN THE ENG AND THE JETWAY; THEN WELL YOU KNOW; NO MORE RAMPER!
