Narrative:
Facility manning was such; I was unable to receive training on local control; the position which I am training. Additionally; I worked 2 hours overtime due to short staffing to cover flight data; clearance delivery; and ground control; even though I am a developmental.

Narrative: FACILITY MANNING WAS SUCH; I WAS UNABLE TO RECEIVE TRAINING ON LCL CTL; THE POS WHICH I AM TRAINING. ADDITIONALLY; I WORKED 2 HRS OVERTIME DUE TO SHORT STAFFING TO COVER FLT DATA; CLRNC DELIVERY; AND GND CTL; EVEN THOUGH I AM A DEVELOPMENTAL.
