Narrative:

Requested ILS runway xxr and was informed OTS. Then requested VOR/DME xxr and was vectored onto approach. Noted not receiving DME on VOR and informed tower. Tower said was not aware OTS. Couldn't continue approach for VOR/DME xxr with DME OTS. Unable to land on only remaining approach ILS yy due to high winds exceeding tailwind component limitation. Ceiling was 1900 ft broken and thought I need 2000 ft ceiling for company limitations on circle to land procedures. Since IMC and unable to complete any approach; diverted to ZZZ1. Spoke with company dispatch on ground and discussed situation. Was determined I was incorrect on the ceiling requirement for circle to land and only needed 1000 ft ceiling. We rarely perform circle to land in IMC and I thought required 2000 ft ceiling. Reviewed current WX at ZZZ and returned to ZZZ and completed the ILS yy circle to xy. Reviewed release later for NOTAMS and noted amongst the 27 fdc NOTAMS there was a NOTAM for the DME OTS; but was hard to spot as was listed in conjunction with the GPS approach for runway xxr (we are not authority/authorized to complete GPS approachs). Still did not see any NOTAM for ILS xxr OTS. Asked company to review NOTAMS for ILS xxr OTS and they said in fact there was a NOTAM; but was the last one listed amongst the 27 other NOTAMS and possibly was cut off on the actual release when it was removed from the printer. Should review NOTAMS more carefully; especially when numerous. Should have known company requirement for circle-to-land only needed 1000 ft ceiling; not 2000 ft.

REVIEWED RELEASE LATER FOR NOTAMS AND NOTED AMONGST THE 27 FDC NOTAMS THERE WAS A NOTAM FOR THE DME OTS; BUT WAS HARD TO SPOT AS WAS LISTED IN CONJUNCTION WITH THE GPS APCH FOR RWY XXR (WE ARE NOT AUTH TO COMPLETE GPS APCHS). STILL DID NOT SEE ANY NOTAM FOR ILS XXR OTS. ASKED COMPANY TO REVIEW NOTAMS FOR ILS XXR OTS AND THEY SAID IN FACT THERE WAS A NOTAM; BUT WAS THE LAST ONE LISTED AMONGST THE 27 OTHER NOTAMS AND POSSIBLY WAS CUT OFF ON THE ACTUAL RELEASE WHEN IT WAS REMOVED FROM THE PRINTER. SHOULD REVIEW NOTAMS MORE CAREFULLY; ESPECIALLY WHEN NUMEROUS. SHOULD HAVE KNOWN COMPANY REQUIREMENT FOR CIRCLE-TO-LAND ONLY NEEDED 1000 FT CEILING; NOT 2000 FT.
