Narrative:

I was working south arrival. My north arrival controller had accepted the handoff on aircraft X. He was cmh..cvg. Day approach called and asked about the handoff after he issued a right 360 degree turn to aircraft X. The north controller answered the line and said they had taken the handoff. The individual at day approach has a bad attitude when it comes to cvg personnel. I witnessed the situation and saw they had taken the handoff about 1 min prior to day spinning and calling regarding the aircraft; aircraft showed 240 KTS; therefore; cvg had taken the handoff approximately 8-10 mi prior to the boundary.

I WITNESSED THE SITUATION AND SAW THEY HAD TAKEN THE HDOF ABOUT 1 MIN PRIOR TO DAY SPINNING AND CALLING REGARDING THE ACFT; ACFT SHOWED 240 KTS; THEREFORE; CVG HAD TAKEN THE HDOF APPROX 8-10 MI PRIOR TO THE BOUNDARY.
