Narrative:

Shortly after gear retraction; the captain and I noticed the 'in transit' gear light illuminated accompanied by increased wind noise in the cockpit. After determining that one of the gear was not fully retracted; we attempted to 'cycle' the landing gear; which did not resolve the retraction issue. We did; however; receive and interpretation a 3 green; down and locked; condition at final gear extension prior to landing. In the interest of safety; the captain declared an emergency to departure control; and we were then vectored for a visual approach with an uneventful landing. The cause of the mechanical issue has yet to be determined by the operator.

Title: CL60 EXPERIENCES FAILURE OF THE LANDING GEAR TO RETRACT. EXTENSION PROVED SUCCESSFUL FOLLOWED BY A SAFE LANDING.

IN THE INTEREST OF SAFETY; THE CAPT DECLARED AN EMER TO DEP CTL; AND WE WERE THEN VECTORED FOR A VISUAL APCH WITH AN UNEVENTFUL LNDG.
