Narrative:

Controller had requested sick leave; but due to staffing was denied. Supervisor had controller work local knowing he/she was concerned about family. Controller failed to follow 7110.65 procedures by allowing aircraft to taxi into position and hold when another aircraft was cleared to land same runway. Controller forgot about holding aircraft and when controller noticed they were going to lose separation tried to taxi aircraft clear of runway; which did not work and aircraft was sent around. Later; supervisor said that they should not have let controller work local under the circumstances.
