Narrative:

I left from ZZZ1 with 3 passenger to ZZZ2. When I was flying over ZZZ3; I had an alternator failure. I decided to land as soon as possible and asked ATC for advice. Eventually our radio became very bad caused by the low battery. At that point I declared an emergency. We did a safe landing at ZZZ3 military base. People questioned us and handcuffed us. They also searched the airplane. Eventually they decided we were no threat to them; and after filling in a lot of papers they released us.
