Narrative:

We had just entered a right downwind to runway 28 making all the appropriate radio position reports on CTAF. Maintenance technician (mr X) called us on our company frequency and then someone said 'disregard.' mr X called us again just as we turned a right base and told us a C150 was doing touch-and-goes to runway 11 and not in communication with anyone including CTAF. As we rolled out on final; while looking directly into the sun just above the horizon; my first officer saw him and then immediately lost sight of him. I executed a go around and asked mr X to tell me when the C150 cleared the runway. We landed and parked the jet and mr X and his partner drove over and told us that there were 2 pilots; an instructor and the owner/operator; on board and the owner became very indignant when mr X confronted him about what had just happened. The 3 of us went over to talk to the C150 pilots and the instructor did apologize to me. When I asked him if he had access to a handheld radio; he said he did; but did not have it with him. I told him that was a poor decision for an instructor. And while the owner said very little; I could tell that he felt put out with our conversation. I have no doubt that he will continue to operate in this manner in the future; until he finally buys a radio -- if he ever does buy one. Obviously; this could have had a very different and unfortunate ending. I strongly recommend that the company and FAA pursue this incident and contact the pilots before something very bad happens. I also recommend that the company acknowledge mr X's outstanding efforts in preventing a midair or ground collision. The FAA needs to contact the C150 pilots and reinforce the need to communicate on CTAF. Our company should tell all stations with uncontrolled runways to immediately advise airport maintenance personnel with radio access about this incident and the great job that mr X did.

Title: PROMPT ACTION BY A MECHANIC ON THE GND WARNS FLT CREW OF B737-400 ABOUT TRAFFIC CONFLICT WITH A C150 LNDG OPPOSITE DIRECTION NOT UTILIZING CTAF REPORTING. B737 MAKES A GAR.

AS WE ROLLED OUT ON FINAL; WHILE LOOKING DIRECTLY INTO THE SUN JUST ABOVE THE HORIZON; MY FO SAW HIM AND THEN IMMEDIATELY LOST SIGHT OF HIM. I EXECUTED A GAR AND ASKED MR X TO TELL ME WHEN THE C150 CLRED THE RWY. WE LANDED AND PARKED THE JET AND MR X AND HIS PARTNER DROVE OVER AND TOLD US THAT THERE WERE 2 PLTS; AN INSTRUCTOR AND THE OWNER/OPERATOR; ON BOARD AND THE OWNER BECAME VERY INDIGNANT WHEN MR X CONFRONTED HIM ABOUT WHAT HAD JUST HAPPENED. THE 3 OF US WENT OVER TO TALK TO THE C150 PLTS AND THE INSTRUCTOR DID APOLOGIZE TO ME. WHEN I ASKED HIM IF HE HAD ACCESS TO A HANDHELD RADIO; HE SAID HE DID; BUT DID NOT HAVE IT WITH HIM. I TOLD HIM THAT WAS A POOR DECISION FOR AN INSTRUCTOR. AND WHILE THE OWNER SAID VERY LITTLE; I COULD TELL THAT HE FELT PUT OUT WITH OUR CONVERSATION. I HAVE NO DOUBT THAT HE WILL CONTINUE TO OPERATE IN THIS MANNER IN THE FUTURE; UNTIL HE FINALLY BUYS A RADIO -- IF HE EVER DOES BUY ONE. OBVIOUSLY; THIS COULD HAVE HAD A VERY DIFFERENT AND UNFORTUNATE ENDING. I STRONGLY RECOMMEND THAT THE COMPANY AND FAA PURSUE THIS INCIDENT AND CONTACT THE PLTS BEFORE SOMETHING VERY BAD HAPPENS. I ALSO RECOMMEND THAT THE COMPANY ACKNOWLEDGE MR X'S OUTSTANDING EFFORTS IN PREVENTING A MIDAIR OR GND COLLISION. THE FAA NEEDS TO CONTACT THE C150 PLTS AND REINFORCE THE NEED TO COMMUNICATE ON CTAF. OUR COMPANY SHOULD TELL ALL STATIONS WITH UNCTLED RWYS TO IMMEDIATELY ADVISE ARPT MAINT PERSONNEL WITH RADIO ACCESS ABOUT THIS INCIDENT AND THE GREAT JOB THAT MR X DID.
