Narrative:

Crew reported 24 mins in-flight satcom failure at FL320. Crew sent messages to maintenance about fix and a return to field if unable. I saw the message come across. No communication/ACARS to dispatch about issue until after query. No apparent fix and message sent to return to field to maintenance. I sent a message to crew confirming a return and reply was yes. Crew initiated fuel dump and planned an overweight landing. During the approach; crew also reported trailing edge flap disagreement from 20 degrees to 25 degrees. Crew decided to land at maximum structural 320.0 and burn additional fuel at landing confign. Emergency was declared for equipment on standby. Flight landed.

CREW DECIDED TO LAND AT MAX STRUCTURAL 320.0 AND BURN ADDITIONAL FUEL AT LNDG CONFIGN. EMER WAS DECLARED FOR EQUIP ON STANDBY. FLT LANDED.
