Narrative:

A second aircraft departing valley approach control (vicinity of harlingen; tx) attempted contact with me (ZHU controller). I never heard the aircraft on frequency 128.15. I was made aware of this when the valley approach controller called me to inform me that the aircraft returned to their frequency. I instructed valley to have the aircraft try me again at which time I observed the receive indication lights on the vscs equipment twinkle. I then transmitted for the aircraft to 'try me again.' at this point; the receiver started to work again. I then turned off diversity algorithm. This function appears to be a part of the problem.

Title: ZHU CTLR VOICED CONCERN REGARDING FREQ PROBLEMS ASSOCIATED WITH 128.15 SURMISING VSCS MAY BE PROBLEM AREA.

Narrative: A SECOND ACFT DEPARTING VALLEY APCH CTL (VICINITY OF HARLINGEN; TX) ATTEMPTED CONTACT WITH ME (ZHU CTLR). I NEVER HEARD THE ACFT ON FREQ 128.15. I WAS MADE AWARE OF THIS WHEN THE VALLEY APCH CTLR CALLED ME TO INFORM ME THAT THE ACFT RETURNED TO THEIR FREQ. I INSTRUCTED VALLEY TO HAVE THE ACFT TRY ME AGAIN AT WHICH TIME I OBSERVED THE RECEIVE INDICATION LIGHTS ON THE VSCS EQUIP TWINKLE. I THEN XMITTED FOR THE ACFT TO 'TRY ME AGAIN.' AT THIS POINT; THE RECEIVER STARTED TO WORK AGAIN. I THEN TURNED OFF DIVERSITY ALGORITHM. THIS FUNCTION APPEARS TO BE A PART OF THE PROB.
