Narrative:

Departed psp. IFR clearance was to fly the PALM4.psp departure; climb to 4000 ft; then as filed.... Tower turned us over to socal departure at around 2000 ft MSL who told us to expedite climb to 4000 ft. During our adjustments for best rate of climb; the TCAS alert went off showing an aircraft quickly coming up to our altitude at which time we executed an immediate turn left. Copilot noted that the aircraft was only 200 ft below. The TCAS alert stopped. Socal called stating we were flying in to landing traffic and requested we immediately turn to 100 degrees which copilot acknowledged and as we began our turn; socal then told us to turn to 050 degrees and climb to 7000 ft.
