Narrative:

A pilot called me on frequency 128.15. I only noticed this because I happened to be looking down; briefly; from my radar display and noticed the receive indicator lights twinkling for this frequency. I asked on the frequency for anyone calling center to say again. The pilot then called me again and I got audio reception from him. This frequency has had this problem ongoing now for several months.

Title: ZHU CTLR EXPRESSED CONCERN REGARDING CONTINUED PROBLEM WITH RADIO COM ON FREQ 128.15.

Narrative: A PLT CALLED ME ON FREQ 128.15. I ONLY NOTICED THIS BECAUSE I HAPPENED TO BE LOOKING DOWN; BRIEFLY; FROM MY RADAR DISPLAY AND NOTICED THE RECEIVE INDICATOR LIGHTS TWINKLING FOR THIS FREQ. I ASKED ON THE FREQ FOR ANYONE CALLING CTR TO SAY AGAIN. THE PLT THEN CALLED ME AGAIN AND I GOT AUDIO RECEPTION FROM HIM. THIS FREQ HAS HAD THIS PROB ONGOING NOW FOR SEVERAL MONTHS.
