Narrative:

On this pairing I operated 2 arrs and 2 departures from gates in phl. The following conditions happened on every one of these flts. Baggage trains; single baggage tractors; pickup trucks and fuel trucks cross from one concourse to another totally at random. Phl ramp control evidently does not communication with any of these vehicles. At most airports there are at least roadways painted on the ramp for this type traffic to follow. We had to stop and wait several times on each of the above taxies for such vehicles to go their random way. 2 baggage tractors I remember driving within 15 ft of our wingtip while we were stopped. The ramp is so congested in phl that I don't have a good suggestion for rerouting this traffic. However; the drivers need to be trained to yield to airplanes. If we haven't already had several airplane collisions with ground vehicles in phl; we will have in the near future. The most aggressive drivers were on other carrier equipment. Ground drivers need to be trained to yield to airplanes taxiing. The airport police need to cite aggressive and foolish driving on the ramp.

Title: B737 CAPT LAMENTS THE CONGESTION AND APPARENT RECKLESS DRIVING OF VEHICLE OPERATORS ON THE PHL RAMP.

Narrative: ON THIS PAIRING I OPERATED 2 ARRS AND 2 DEPS FROM GATES IN PHL. THE FOLLOWING CONDITIONS HAPPENED ON EVERY ONE OF THESE FLTS. BAGGAGE TRAINS; SINGLE BAGGAGE TRACTORS; PICKUP TRUCKS AND FUEL TRUCKS CROSS FROM ONE CONCOURSE TO ANOTHER TOTALLY AT RANDOM. PHL RAMP CTL EVIDENTLY DOES NOT COM WITH ANY OF THESE VEHICLES. AT MOST ARPTS THERE ARE AT LEAST ROADWAYS PAINTED ON THE RAMP FOR THIS TYPE TFC TO FOLLOW. WE HAD TO STOP AND WAIT SEVERAL TIMES ON EACH OF THE ABOVE TAXIES FOR SUCH VEHICLES TO GO THEIR RANDOM WAY. 2 BAGGAGE TRACTORS I REMEMBER DRIVING WITHIN 15 FT OF OUR WINGTIP WHILE WE WERE STOPPED.
