Narrative:
There were new procedures implemented in tjsj approach/tower when the ASR-8 sensor goes OTS; this is the radar used in approach. I was not briefed on these new procedures. I was working approach arrs/departures with a lot of WX; heavy rain. I had VFR's picking up IFR because they were unable to maintain VFR conditions. IFR traffic deviating due to WX. I was busy. ASR-8 goes OTS. So I switch sensors. But by switching sensors; my MVA's are higher; which I can't see low altitude aircraft. So I proceeded as I was trained; but the supervisor tells me that I need to apply these new procedures implemented about 1 week ago; which I was not briefed. I had to control traffic and read the procedures at the same time and the tower controllers were lost also because they didn't know about these procedures. I was properly briefed the next day.

Narrative: THERE WERE NEW PROCS IMPLEMENTED IN TJSJ APCH/TWR WHEN THE ASR-8 SENSOR GOES OTS; THIS IS THE RADAR USED IN APCH. I WAS NOT BRIEFED ON THESE NEW PROCS. I WAS WORKING APCH ARRS/DEPS WITH A LOT OF WX; HVY RAIN. I HAD VFR'S PICKING UP IFR BECAUSE THEY WERE UNABLE TO MAINTAIN VFR CONDITIONS. IFR TFC DEVIATING DUE TO WX. I WAS BUSY. ASR-8 GOES OTS. SO I SWITCH SENSORS. BUT BY SWITCHING SENSORS; MY MVA'S ARE HIGHER; WHICH I CAN'T SEE LOW ALT ACFT. SO I PROCEEDED AS I WAS TRAINED; BUT THE SUPVR TELLS ME THAT I NEED TO APPLY THESE NEW PROCS IMPLEMENTED ABOUT 1 WK AGO; WHICH I WAS NOT BRIEFED. I HAD TO CTL TFC AND READ THE PROCS AT THE SAME TIME AND THE TWR CTLRS WERE LOST ALSO BECAUSE THEY DIDN'T KNOW ABOUT THESE PROCS. I WAS PROPERLY BRIEFED THE NEXT DAY.
