Narrative:
I received a call from vehicle a runway sweeper. He requested runway 7/25 at taxiway a for turnarounds. Turnarounds are where the vehicle(south) clean up the intxns after a snowfall. I told the vehicle 'approved as requested.' the vehicle read back 'clear turnarounds on runway 7/25.' 10 mins later I observed the vehicle proceeding down txwys a and B. I figured the vehicle was done with his turnarounds. I briefed the next controller that the vehicle didn't have permission to access any runway. At approximately XA10; an MD80 landed on runway 7 and was under taxi speed; when vehicle proceeded out onto the runway at taxiway G.

Title: RFD CTLR DESCRIBED OPERROR WHEN AN ACR LANDED WITH A VEHICLE ON THE RWY; CONFUSION REGARDING SWEEPER'S CLRNC LISTED AS CAUSAL FACTOR.
Narrative: I RECEIVED A CALL FROM VEHICLE A RWY SWEEPER. HE REQUESTED RWY 7/25 AT TXWY A FOR TURNAROUNDS. TURNAROUNDS ARE WHERE THE VEHICLE(S) CLEAN UP THE INTXNS AFTER A SNOWFALL. I TOLD THE VEHICLE 'APPROVED AS REQUESTED.' THE VEHICLE READ BACK 'CLR TURNAROUNDS ON RWY 7/25.' 10 MINS LATER I OBSERVED THE VEHICLE PROCEEDING DOWN TXWYS A AND B. I FIGURED THE VEHICLE WAS DONE WITH HIS TURNAROUNDS. I BRIEFED THE NEXT CTLR THAT THE VEHICLE DIDN'T HAVE PERMISSION TO ACCESS ANY RWY. AT APPROX XA10; AN MD80 LANDED ON RWY 7 AND WAS UNDER TAXI SPD; WHEN VEHICLE PROCEEDED OUT ONTO THE RWY AT TXWY G.
